India is today facing three fundamental challenges: disparity, demography and development. According to Sam Pitroda, Advisor to the Prime Minister on Public Information Infrastructure & Innovations, action on these three areas will determine whether India can make the next decade its decade or not. Connectivity offers a unique opportunity to transform India in a very special way. And it is an agenda that Sam Pitroda is seeking to implement.
For the father of the telecom revolution in India, the starting point to tackle the challenges that India faces is technology. While political will is important, it is technology that can force the change. IT systems and infrastructure in India have tremendous potential to benefit people and improve the delivery of public services. This is especially crucial for the bottom of the pyramid where basic services such as healthcare, education, water, sanitation, energy and housing are inadequate.
For Sam Pitroda, technology will also help build a new model of development that is specific to India, allowing it to take distance with the consumption-based economic model of the West, and laying the foundations for a greener and more sustainable model of development."
* Mr. Pitroda was Chairman of India´s National Knowledge Commission (2005-2009), an advisory body to the Prime Minister of India, set up to provide a blueprint for reform of knowledge related institutions and infrastructure in the country. The Commission has offered a series of recommendations on various aspects of the knowledge paradigm to help India meet the challenges of the 21st century.
He is currently Adviser to the Prime Minister of India on Public Information Infrastructure and Innovations and is Chairman of the Expert Committee on the use of ICT in Railways. As Adviser, Mr. Pitroda is deliberating on the creation of a robust public information infrastructure in the country to improve governance and enhance public service delivery to citizens. He is also focused on creating a roadmap for a ‘Decade of Innovation’ in India.
** Norichika Kanie is associate professor at the Graduate School of Decision Science and Technology, Tokyo Institute of Technology, Japan, and visiting associate professor of the United Nations University Institute of Advanced Studies. Among other appointments he serves as a scientific steering committee member of the Earth Systems Governance Programme of IHDP (International Human Dimensions Programme), and editorial board member of the journal Global Environmental Governance. He is a member of Global Environment Committee, Central Environment Council, Ministry of the Environment, Japan. He received his Ph.D. in Media and Governance from the Keio University. Norichika Kanie also holds a “Marie Curie - International Incoming Fellowship (IIF)", funded by the European Union in the FP7, at Sciences Po, for the project “Governance and Agents in Institutional Architecture on Climate and Energy (GAIA)”.
